EVENT DECONFLICTION

The West Texas HIDTA ISC Watch Center provides event deconfliction services through the RISSafe System. RISSafe is an integral component in helping to ensure that Law Enforcement officers remain safe. This system allows law enforcement agencies throughout our HIDTA region to submit information about planned events such as surveillance operations, buy bust operations or the execution of search and seizure warrants. This system is an effective tool for reducing the dangers that high risk events pose to law enforcement personnel. The use of an officer safety event deconfliction system provides for a mechanism by which immediate notification of the involved officers or agents can be made when conflicts arise.

Officers or agents may contact the West Texas HIDTA ISC watch center on a 24/7/365 basis and request deconfliction entry be made. This can be done by email at ISC@westtexashidta.org or by phone at (915) 478-0733. All event details and operational plans are held in strict confidence and are used only to identify operational and or case/subject conflicts.

CASE/SUBJECT DECONFLICTION

The case explore system is a mechanism by which the HIDTA ISC watch center provides case/subject deconfliction for area law enforcement agencies. The system is able to identify commonalities between cases that are entered.  These commonalities may be places, people, weapons, or vehicles.  When a conflict arises an email is sent to the entering agencies advising them of the conflict.  Case explorer entries are also made by the ISC watch center and can be done during business hours.
